Ontario Tuition & OSAP Changes (Fall 2026) — What Newcomer Families Should Know

If you’re a newcomer parent or student planning for college or university in Ontario, this is important.
Two big changes are coming:
Tuition
OSAP funding
Let’s break it down simply.
1.Tuition Is Increasing
The Government of Ontario has ended the 7-year tuition freeze.
Starting Fall 2026:
• Colleges and universities can increase tuition by up to 2% per year for three years.
• After that, increases will be capped at 2% or the 3-year average inflation rate (whichever is lower).
2% may not sound like much…
But tuition is already high.
For many newcomer families already managing rent, groceries, transportation, and settlement expenses even small increases add up over time. If your child is entering post-secondary in the next few years, it’s wise to start budgeting early.
2.Major Change to OSAP: More Loans, Fewer Grants
Changes are also coming to the Ontario Student Assistance Program (OSAP).
Before:
Eligible students could receive up to 85% of their funding as grants (money you don’t repay).
Now:
Grants will be capped at 25%.
At least 75% will be loans (money that must be repaid after graduation).
What this means:
Students can still qualify for funding.
But they may graduate with more debt than before.
What Should Families Do?
Education is still one of the strongest paths to success in Canada.
But now, students should:
• Research scholarships and bursaries (many are for newcomers)
• Choose programs with strong job prospects
• Understand loan repayment terms before accepting funding
• Speak with financial aid offices early
• Consider balanced part-time work if needed
More loans doesn’t mean education is out of reach. It means being financially informed is no longer optional.
Education is still the bridge between survival and long-term success. Preparation will make all the difference.
Do you think this change will make post-secondary education harder or just require better planning?
